Legal requirements: What does the Workplace Ordinance say?

The German Workplace Ordinance (ArbStättV) stipulates that "healthy room temperatures" must be maintained in workspaces. These requirements are concretised by the technical rule for workplaces ASR A3.5 "Room temperature". A minimum temperature of 20 degrees Celsius applies to office activities that are categorised as "light work". For medium-heavy physical work, the minimum temperature is 19 degrees, and for heavy work 12 degrees. These values apply throughout working hours and are intended to ensure that employees are not exposed to cold.

Studies and experts recommend a room temperature of between 20 and 24 degrees Celsius for offices. The legal minimum requirement is met at 20 degrees, while 22 to 24 degrees is considered by many to be ideal for concentration and productivity. Too low a temperature can reduce concentration and lead to long-term health problems, while too high a temperature can cause tiredness and discomfort.

For break rooms and sanitary facilities on construction sites, 18 °C is sufficient. However, it must also be ensured that 21 °C can be achieved.
