Legal requirements: What does the Workplace Ordinance stipulate?
The Workplace Ordinance (ArbStättV) stipulates that ‘room temperatures conducive to good health’ must prevail in workrooms. These requirements are set out in more detail in the Technical Rule for Workplaces ASR A3.5 ‘Room Temperature’. For office work classified as ‘light work’, a minimum temperature of 20 degrees Celsius applies. For moderately heavy physical work, the minimum is 19 degrees, and for heavy work, 12 degrees. Exceptions for building sites
A temperature of 18 °C is sufficient for break rooms and toilet facilities on building sites. However, it must also be ensured that a temperature of 21 °C can be achieved.

- Regular checks: The room temperature should be checked and recorded regularly, particularly during the transitional months.
- Flexible solutions: Take employees’ individual needs into account, e.g. through adjustable heating or ventilation options.
- Clothing and breaks: In extreme temperatures, adapted dress codes or additional breaks can help maintain well-being.
- Technical measures: Modern air-conditioning or heating systems with smart controls can save energy whilst ensuring a comfortable indoor climate.
